MINUTES OF THE ABORIGINAL CONSULTATIVE COMMITTEE OF ASHFIELD COUNCIL, HELD ON LEVEL 6, CIVIC CENTRE, 260 LIVERPOOL ROAD, ASHFIELD ON THURSDAY 25 OCTOBER 2012, COMMENCING AT 4:30 PM.

ACKNOWLEDGEMENT OF LOCAL ABORIGINAL COMMUNITY

 

"Let us acknowledge that we are meeting on country for which the members and elders of the local Aboriginal community have been custodians for many centuries, and on which Aboriginal people have performed age old ceremonies. We acknowledge their living culture and unique role in the life of this region."

 

 

APOLOGIES    

 

                            An apology for non attendance was received and accepted from Councillors Wang, Raciti and McKenna, Ms Janelle Scott, Ms Irene Williams and Ms Fleur Herskovitch had advised that she would be late.

 

DISCLOSURES OF INTEREST

 

Ms Debbie Lennis advised that she had submitted a proposal for the bollards art incentive.

SUB-COMMITTEE REPORT

Members of the Sub-Committee advised that a meeting was held at the Civic Centre on Thursday 18 October 2012 at 4.40pm.  Those present were Ms Tess Heffernan, Ms Deborah Lennis, Ms Janelle Scott, Mr Peter Cross and Mr Warren Jaimeson.  The Sub-Committee offered the following:

 

·    A Draft of the Aboriginal Cultural Awareness Booklet and the Draft Recognition of the Aboriginal Community policy with comments and suggested changes.

·    A progress update re the draft wording for the plaque as described in Action 12 of the Ashfield Reconciliation Action Plan. 

·    Continued support for the establishment of the position of Aboriginal Liaison Officer as passed by the Aboriginal Consultative Committee at its 21 June 2012 meeting. 

·    The endorsement of Aboriginal representation on future selection panels for the Aboriginal Liaison Officer and future targeted positions.

·    A request for the updated Draft Aboriginal Employment Strategy to be submitted to the Aboriginal Consultative Committee.

·    A request for the calendar of Aboriginal Consultative Committee meeting dates.

 

Councillor Ted Cassidy advised that a report had been presented to the 23 October 2012 Council meeting in regard to the position of Aboriginal Liaison Officer and that the report  is available on the Council website.

 

RECOMMENDATION                                     Heffernan/Cross

 

1.      That two Aboriginal members of the Aboriginal Consultative Committee be on the selection panel with the Council HR Officer for Aboriginal employees for targeted positions.  

 

2.      That Acting Director Corporate and Community Services investigate the status   of the Draft Aboriginal Employment Strategy

 

At its meeting of 13 November 2012, Council resolved that the recommendation of the sub committee report relating to the panel composition for the Aboriginal Employment Program be referred to the General Manager as it is an operational matter.

RECOMMENDATION

 

1/2    That Council endorse the application of artwork on the tree trunk in Ashfield Park ‘in situ’

 

2/2    That Council explore the potential of developing the 2nd gateway on the Roads and Maritime Services site at the corner Liverpool Road and Milton Street

It was agreed that the document would be reviewed by the Sub-Committee in liaison with Community Development Worker, Arts and Culture and that the adoption of the document be deferred to the next meeting of the Aboriginal Consultative Committee to be held on Thursday 6 December 2012.

 

 

RECOMMENDATION

 

That the Committee provide feedback and comment on the Draft Terms of Reference at the next meeting to be held on Thursday 6 December 2012

  

 

GENERAL BUSINESS

 

1.      Committee members acknowledged the invaluable contribution that Mr Gerard Howard has made to the establishment and development of the Aboriginal Consultative Committee.

 

2.      Following the withdrawal of the Ashfield Reconciliation Action Plan recommendation #28 from the recent LGSA Conference, that states, ‘Advocate for an Aboriginal person, with full voting rights, to be represented on all NSW Councils and that this person be elected by Aboriginal people of the local area or appointed by the State Government of the day’ members agreed that the Metropolitan Land Council be invited to the first meeting in 2013 to discuss strategies to further this action.    

 

3.      Mr Claybon Allen distributed the ANTaR Inner West ‘Welcome to New Citizens’ brochure that is based on the Aboriginal Heritage mural installed in the Ashfield Civic Square.  This brochure is currently distributed to new citizens in the Burwood Council area.  Members agreed that the initiative is commendable although the language that is used in this brochure is seen to be out of date by the Ashfield Aboriginal Consultative Committee.

 

4.      It was reported that the flags in Explorer Park have lost colour and are torn.

 

5.      Ms Gabrielle Rennard tabled an email from Ms Judith Townsend who is the grants coordinator for St David’s Uniting Church requesting assistance with the research of the Aboriginal history of the Church site.

 

6.      Councillor Lofts referred to the Peak Hill MOU that could consider connected classrooms using SMART board technology.

 

7.      Councillor Lofts informed the Committee that he would be speaking as a resident at the Flour Mill development and with consent of the Committee, would include an acknowledgement to the Aboriginal people of the area.

 

8.      Members of the Committee will research names for the unnamed lanes.  Suggestions included using Tribal and Language Group names and flora and fauna.

 

9.      Members agreed that a meeting was required before the New Year.

 

10.    The next meeting of the Aboriginal Consultative Committee will be held on Thursday 6 December 2012.
