MINUTES OF THE ORDINARY MEETING OF ASHFIELD COUNCIL HELD IN THE HABERFIELD LIBRARY, 78 DALHOUSIE STREET, HABERFIELD ON TUESDAY 12 OCTOBER 2010, COMMENCING AT 6:33 PM.

1/2       That Council as the consent authority pursuant to Clause 80(1) (a) of the Environmental Planning and Assessment Act 1979 (as amended) modify Development Consent No.10.2001.471 for a car wash station and café on Lot A in DP:420395, known as 315-319 Parramatta Road, Haberfield, by amending the proposed conditions of consent in the report as follows

 

2/2       (a) Proposed condition 1A in the report be altered to state a 3 month trial period instead of a 6 month trial period and that this trial period cease on 12 January 2011.

 

(b) The reference to 5 months in paragraph 3 of proposed condition 1A be changed to 2 months.

 

          (c)The fourth paragraph of proposed condition 1C be amended to require submission of the acoustic report prior to expiry of the trial period.

 

          (d) The second paragraph of proposed condition 1D in the report be amended to require that all NSW Police requirements be complied with prior to expiry of the trial period.

1/2    That Council as the consent authority pursuant to Clause           80(1)(a) of the Environmental Planning and Assessment Act           1979 (as amended) approve Development Application No.           10.2010.193 for alterations and additions to an existing dwelling           house including demolition of rear and rear side sections of the           house and construction of a rear and side addition, a double           garage, an under-ground rainwater tank, new concrete           driveway strips, an in-ground swimming pool and front fence           on Lot 14 in DP: 1756, known as 164 Alt Street, Haberfield,           subject to the conditions as stated in the report.

1/6    That the idea of installing additional signage, to permit parking closer than 10 metres to corners of dead end streets, main streets and alleys, in the Croydon Village precinct be referred to the Traffic committee.

 

2/6    That the idea of some timed and disabled parking near to the surgery from 9am until 6pm be provided in Edwin Street North between Elizabeth St and Anthony St, on the Eastern side, in front of existing businesses be referred to the October Traffic Committee 

3/6    That Council identifies,
          a)      existing time parking zones, that have exclusion  (no                        parking/no stopping/ no standing) times during business                    hours,
          b)      no standing zones

          c)      no stopping zones and
         
d)      no parking zones in streets and alleys near Croydon                        Village, including Elizabeth Street. That Council rezones                    them, wherever possible, to permit expanded time                             period/ranges of time for parking and additional customer                    parking, during business hours.

1/5    Ashfield Council congratulates Premier Kristina Keneally for           introducing a   Bill to amend the New South Wales Constitution           for the long over due recognition of Aboriginal people as the           first people of our the state and their ongoing contribution to           our state.

 

2/5    Ashfield Council congratulates our local member, Linda Burney           MP on the logic, power and passion of her speech in support of           the Bill.

 

3/5    That the Mayor use the next available column in the Inner West           Courier to highlight these historic amendments

4/5    That Ashfield Council commend and write to both the Aboriginal Land Council and the President of the NSW Local Government Association, Genia McCaffery congratulating both parties for successfully lobbying the NSW Government to amend the NSW constitution to recognise Aboriginal people as the first people of this state.

 

5/5    That the Ashfield Aboriginal Consultative Committee consider           the recognition of indigenous people in the Local Government           Act 1993

GENERAL BUSINESS

 

                   ENERGY AUSTRALIA DEVELOPMENT ON CROYDON ROAD

 

Councillor Wangmann – That Council Planning staff be thanked for their quick response to address issues of concern about the Energy Australia development proposed at Croydon Road near Queen Street

                                       - That the General Manager advise how Councillors are kept informed of development applications and community consultation periods and council officer concerns and comments with respect to applications not requiring development consent by Council.

 

 

PROPOSED PEDESTRIAN CROSSING ON PRINCESS STREET

 

Councillor Rerceretnam – seeking feedback as to whether Ashfield Council has communicated with Canterbury Council regarding the proposed pedestrian crossing On Princess Street.

 

Director of Works and Infrastructure  – the matter has been taken on notice and will be followed up

 

 

ASHFIELD MALL – AFTER HOURS WORKS

 

Councillor Rerceretnam – following a request for action that has been placed, that council officers follow up and address all issues in respect to report infringements by Ashfield Mall regarding after hours work in their level 2 carpark.

 

Director of Works and Infrastructure  – the matter has been taken on notice and will be followed up

 

ASHFIELD RSL - TRAFFIC

 

Councillor Rerceretnam – requested that Council officers write to Ashfield RSL informing them that RSL bound traffic turns right from Hampden Street, Ashfield and this is in fact the wrong way up Norton Street.

 

 

AQUATIC CENTRE – LAP TIMER CLOCK

 

Councillor Kelso – request that a lap time clock be located in the indoor pool at the aquatic centre

 

General Manager – the matter has been taken on notice

 

 

CARDINAL FREEMAN VILLAGE

 

Councillor Lofts – informed Council that a meeting was recently held between residents of the village, Aevum and the Director of Planning, Mr Woodward. Councillor Lofts reported that the Director was impressed with the residents suggestions for an alternative location of the activity centre and this is to be considered by Aevum.

 

 

LIGHT RAIL UPDATE

 

Councillor Kennedy – attended a light rail steering committee meeting recently and is expected that the Environmental Assessment will be released for public exhibition this week. The exhibition period will also include a further 3 community consultation forums.

The issues concerning Ashfield include the location of the cycleway/footpath overpass of Marion Street and commuter parking. Councillor Kennedy has requested that a survey be undertaken with existing users of commuter parking at the Lilyfield light rail.

 

Councillor McKenna – suggested Council consider placing a submission outlining Councils concerns once the Environmental Assessment is exhibited.

 

 

DOBROY PARADE – ANGLE PARKING

 

Councillor McKenna – the angle parking on Dobroyd Parade has assisted with removing the parking of taxi’s from residential streets however the angle parking is regularly completely taken up with parking of taxis and private vehicles of taxi drivers

 

Director of Works and Infrastructure  – the matter has been taken on notice and will be followed up

 

GRAFFITI

 

Councillor Drury– highlighted that graffiti in Frederick Street between John Street and overhead bridge still an issue.

 

 

SUMMER HILL PAVING

 

Councillor Lofts– has received positive feedback from residents in Summer Hill regarding the repairs that have recently been undertaken to the footpath paving

 

 

FOOD FESTIVAL

 

Councillor Cassidy – would like to remind Councillors that the Food Festival starts this weekend, would like to encourage all Councillors and residents to attend.
